A Fellow of both the Institute of Directors (IoD) and British Computer Society (BCS) and Associate of the Chartered Institute of Personnel and Development, David has over 36 years experience in central and local government leadership spanning policy, large scale operations, strategy and whole service transformation. His specialities in the public sector span technology, digital and information leadership and transformation, communications and commercial development. David now runs his own consultancy business for digitally enabled service transformation, advising government bodies and multinational and UK IT companies to reshape and grow their businesses as well as holding Non-Executive Directorships in the NHS and Education sectors. He is currently providing strategic service redesign, change and technology leadership for a number of local councils across the UK who have the ambition to ensure their places and services are fit for the future and is Special Advisor to the Board of North Tech. In Essex David was an Executive Director and Chief Information Officer (CIO), leading on Place Operations and Digital. Before that he was CIO for the City of Westminster, Waltham Forest Council and the Office of the Deputy Prime Minister and before that a senior Policy Advisor in The Departments for Education and Employment and Local Government and the Regions.
